Investor routes
Business and Investor Immigration from Saudi Arabia
Investor and entrepreneur routes have changed more than any other category in the past five years, and almost entirely in one direction. Several well-known programmes have closed outright. Others have been replaced by narrower routes that assess innovation and economic contribution rather than the size of an investment.
A page that lists closed routes is worse than useless, so we will start with what is no longer available.
Who this service is for
- Founders and business owners in Saudi Arabia considering an overseas move
- Investors assessing residency routes linked to business activity
- Senior executives being posted to establish or expand an overseas operation
- Entrepreneurs looking at startup and innovation routes
- Foreign investors seeking long-term residence in Saudi Arabia itself
Route categories we cover
- Entrepreneur and startup routes
- Usually require an endorsement or approval from a designated body, a business plan that meets specific criteria, and evidence that you will lead the business.
- Innovation and talent routes
- Assess your record and the likely contribution of your business, rather than a capital threshold.
- Business expansion and senior executive routes
- For established companies opening an overseas branch or subsidiary, with the individual sponsored by the new or existing entity.
- Intra-company transfer
- For moving an existing employee within a corporate group.
- Saudi Premium Residency
- For investors and entrepreneurs looking at Saudi Arabia itself. The Premium Residency programme covers several categories, including Investor and Entrepreneur, alongside Special Talent, Gifted, Real Estate Owner, and limited and unlimited duration options. Conditions such as investment levels and job creation apply.
What Peregrine helps with
- Reviewing which routes are genuinely open and which fit your profile
- Explaining what each route actually assesses, and what evidence carries weight
- Coordinating the business documentation an application requires
- Preparing personal evidence: source of funds, business history, qualifications
- Attestation and translation of corporate and personal documents
- Connecting the immigration route to your Saudi business position where relevant: see Saudi Business Solutions
- Referral to regulated professionals and, where investment structures are involved, to qualified legal and financial advisers
What we do not do
We do not provide investment advice, tax advice or legal advice. We do not evaluate whether an investment is sound. Where an investment or corporate structure is part of your route, you should take advice from qualified professionals in the relevant jurisdiction, and we will say so rather than fill the gap ourselves.
We also do not work on citizenship-by-investment programmes.
What you need to provide
- Passport and Saudi residence permit (Iqama)
- Company documents: registration, ownership structure, financial statements
- Evidence of your role and shareholding
- Business plan, where the route requires one
- Source and legitimacy of funds evidence
- Qualifications and professional history
- Any endorsement or approval from a designated body
Common mistakes
- Building a plan around a route that has closed
- Source-of-funds evidence that cannot be traced to its origin
- A business plan written for investors rather than for the immigration criteria
- Underestimating the endorsement stage, which is often the real gate
- Treating an investment threshold as sufficient, when the route also assesses contribution

Questions
Frequently asked
Which country is easiest for investors right now?
There is no easy answer, and any consultancy giving you one without reviewing your profile is selling rather than advising.
Can I buy residency?
Some countries operate residency routes linked to investment, with conditions. Others have closed them. We will tell you what is open, and we do not work on citizenship-by-investment programmes.
I want to keep my Saudi business and move my family. Is that possible?
Often, depending on the route and your role in the business. It usually needs planning across both sides, which is where our immigration and business teams work together.
How much do I need to invest?
It depends entirely on the route, and the number is rarely the main obstacle. Endorsement, business viability and source-of-funds evidence usually matter more.
